Consultancy Title:                Project Coordinator

Duration of contract:           3 Months (renewable)

Duty Station:                         Erbil/Iraq

 

 

Brief description of the organization

Al-Masalla Organization for Human Resources Development is a non-governmental organization registered in the Non-Governmental Organizations Department in the Federal Government and the Kurdistan Regional Government. Al-Mesalla has three programs: Nonviolence and peacebuilding program, which focuses on promoting peace and social cohesion within society, where our staff work to promote harmony and coexistence between different citizens, through the various activities that we implement in several Iraqi governorates. Women and Gender program that focuses on empowering women to play an active role in society and this is done through specialized courses and training to help and empower women economically and build their capacities in various fields. Human Rights Program: It focuses on promoting community empowerment and building its capabilities in various fields, such as childhood development, economic empowerment, environmental development, and others. Also, since June 2014, the Al-Mesalla has developed its services to the refugee and displaced communities in Iraq, where it hastened to provide emergency support to the displaced by working in the camps, to help them overcome the humanitarian crisis.

 

BACKGROUND

“TATWEER (Development) Civil Society Capacity Building Program

A program designed by Al-Mesalla and his partner Un Ponte Per to build upon and scale up the potential of Iraqi Civil Society Organizations (CSOs) with a: strong focus on capacity-building, advocacy, and networking.

These are times of elevated social conflict in the country, as is evident from the massive protests that have been ongoing since October 2019. Urgent action is needed to respond constructively to the Iraqi people’s demands for accountable and transparent institutions, public freedoms and social services. The resilience that Iraqi youth have shown in the protests can be transformed into energy that can foster sustainable development.

Civil Society Organizations (CSOs) can bridge the gap between Iraqi authorities and local communities, acting at the grassroots level to promote constructive change; facilitate dialogue on development policies; protect human and environmental rights; provide equal opportunities to women and men, and enhance channels of communication between the Iraqi population and Iraqi institutions

Al-Mesalla organization looking for a qualified candidate for the Project Coordinator position that will be responsible for the following major tasks: -

 

KEY RESPONSIBILITIES

Coordination

  • Coordinate with project staff to implement the project in an effective and productive manner.
  • Coordinate with Grant Manager in assessing and selecting NGOs and groups to receive the grants.
  • In collaboration with legal officers work on preparing policies and following the registration of groups legally.
  • Coordinate with relevant stockholders and partners to lead the project in a collaborative and smooth manner.
  • Coordinate with clusters and working groups in order to exchange information and expand networking with other NGOs.
  • Facilitate dialogue and seminars on different topics such as development policies; protection of human and environmental rights, and equal opportunities between men and women.
  • Build strong relationships with Iraqi institutions in order to enhance the communications channels between the Iraqi population and Iraqi institutions.  
  • Volunteer work when needed is a part of TOR

 

Monitoring and Reporting

  • Monitoring the project activities and training to ensure that meet the project plan.
  • Follow up with project staff to prepare monthly plans and reports and promote a strong team spirit and provide oversight and guidance to enable staff to successfully perform in their positions.
  • Monitoring the process of selection of the NGOs and groups for grants.
  • Working on monitoring the implementation of the activities that will be provided to the NGOs and groups.
  • In order to identify the challenges and success stories, the coordinator should meet with the team regularly.  
  • Monitoring and ensuring the quality of the training that will be delivered in the CSSCs to the NGOs and groups.
  • Assets the effectiveness of the seminars and dialogues that will be arranged in the CSSC.
  • Collect data and work on writing quantitative and qualitative reports and submit it to the donor in a timely manner.
  • Provide high-quality activity and training reports.

 

Administrative

  • Assist with the recruitment of the project staff, in coordination with HR, and the Managers.
  • Prepare monthly logistic needs for CSSC and the training, seminars, dialogue, or activities in collaboration with the Logistic team.
  • Prepare monthly plans and reports to submit to the donor at an inappropriate time.
  • In collaboration with project staff work on selecting the training participants from different NGOs and groups.
  • Work closely with finance and HR departments on producers of providing grants for the NGOs and groups.
  • Perform such other duties as may be assigned.

Qualifications & requirements

  • University degree preferably in relevant subjects (Law, Political Science, Education, Economics, Development, International Relations, etc.).
  • At least 5 years of professional experience in development/humanitarian project management.
  • Required excellent oral and written English.
  • Knowledge of the administrative procedures set out by the main institutional donors (EU, UN agencies, etc.).
  • Knowledge of standards and literature in human and environmental rights, policymaking, humanitarian and development principles, accountability, governance, advocacy, and campaigning.
  • Working experience with local counterparts (CSOs, local NGOs, and others) or managing a consortium of NGOs.
  • Excellent command and understanding of project life cycle management from need assessment to evaluation.
  • Previous experience in empowering capacity building and/or training programs for adults: development of training curriculum, training needs assessment.
  • Proven capacities to plan activities successfully targeting results and objectives - Previous experience working under pressure and/or in a hardship duty station.
  • Team working skills and proactive attitude.
  • Excellent computer literacy skills Desirable requirements:
  • Written and spoken Arabic and the Kurdish language are an asset.
  • Previous experience in capacity-building programs for groups of adults related to the topics of PCM, incorporation of CSOs, not-for-profit Management, Accountability, Development, and Humanitarian Principles.
  • Previous experience in advocacy and campaigning.
  • Previous experience in managing sub-grants.s
