    HKN has a significant commitment in 2025 with various projects scheduled to be constructed and commissioned to increase production, with further planned major turnarounds of two (2) of its major oil production facilities in late Q3 / early Q4. HKN is therefore seeking an experienced Senior Contracts Advisor to assist with this significant increase in the Contracts department workload. 

    Position Summary:

    • Supports the contracts management activities of HKN operations in Kurdistan.
    • Supports contracts and procurement processes in accordance with HKN and MNR requirements.
    • Ensures HKN compliance with MNR procurement policies & procedures as detailed in the PSC.
    • Ensures due diligence and FCPA requirements are incorporated and followed in all contracting activities.
    • Office-based position in Erbil, Kurdistan with travel to HKN bases and field operations as required.

    Main Duties & Responsibilities:

    • Preparing all major Invitation to Tender documents, contracts, amendment orders, job orders and close out documentation for the supply of services, as required.
    • Responsible for peer reviewing and approving minor Request for Quotation documents, contracts and procurement documentation prior to issuing, as required.
    • Focal point for C&P department with stakeholders for all commercial and contractual matters relating to the above contracts.
    • Working closely with stakeholders to ensure contracting processes are executed in accordance with HKN policies and procedures.
    • Managing necessary approvals within HKN approvals framework for various contract phases.
    • Managing and mentoring Contracts Advisors.
    • Ensuring general contract administration and auditing of contracts is performed in a timely manner.
    • Change control management in consultation with stakeholders.
    • Managing database and filing systems to a high standard to ensure document retrievability for both internal and audit purposes.
    • Developing and maintaining strategic relationships with key contractors to ensure best service and commercial terms.
    • Monitoring contract expenditure to ensure values are within approved limits.
    • Provision of day-to-day liaison / advice with stakeholders on commercial and contractual matters ensuring HKN’s best interests are established and maintained.
    • Assisting junior members of C&P department as required.
    • Promotion and implementation of business processes and procedures.
    • Negotiation of commercial and legal issues referring to appropriate legal and finance teams.
    • Inform and keep updated HKN’s Contracts Manager, and in his absence other HKN department heads, on contractual matters critical to HKN operations.
    • Ad-hoc duties as requested by line manager.

Qualifications & requirements

  • Candidate must be a Kurdish National.
  • Minimum twelve (12) years’ experience supporting oil company operations in a contracts management role either for an international oil company or oil service company, including oil company operations in Kurdistan, with a preference for construction and facility shutdown / turnaround activities.
  • Demonstrates strong understanding of and commitment to environmental, health and safety practices.
  • Significant proven experience in all aspects of the tendering and procurement process.  
  • Significant proven experience in contracts administration processes and procedures.
  • Experience in formulating and negotiating contracts across the exploration and oil production environment.
  • Commercially astute with proven negotiation and contract drafting skills.
  • Fluent in English, both written and oral.
  • Capable of handling multiple tasks simultaneously.
  • Good analytical skills.
  • Excellent communication skills and the ability to work independently or as a member of a team. 
  • Proficient in the development and management of filing and document control systems.
  • High level of competency with the Microsoft suite of applications.
  • Preferably educated to degree level in an appropriate field.
  • Preferably CIPS / MRICS certified.
