HKN is a privately held, independent energy company with oil exploration and production operations in the northern Kurdistan Region of Iraq (KRI), located in the prolific Zagros fold and thrust belt of Northern Kurdistan. HKN is focused on increasing production of its Sarsang and Atrush Blocks,

The Sarsang block is comprised of 420 km2 and contains two separate producing fields, Swara Tika and East Swara Tika. Each field contains three independent Triassic oil reservoirs.

The Atrush Block is comprised of 269 km2 and contains one producing field. The Atrush field produces oil primarily from the Late Jurassic reservoirs, with minor production from an early Jurassic reservoir.

Position Summary:

  • Enforcement of Vendor/Contractor procedures and specifications, as well as international Specifications, and code compliance for Fabrication and Operations of Production Facility equipment and components, as well as production and supply chain equipment and services.
  • Supervise, guide, and troubleshoot contractor construction activities related to installation of various process facilities (EPF, CPF, WPF)
  • Witnessing torque inspections, point to point checks, insulation integrity testing, cable tray installation inspections, cable tray support inspections, earthing connections inspections including test wells, panel inspections and Cad-Welding. While enforcing International Specifications and code requirements to Contractor and Vendors. 
  • Ensure confidence that Quality and Design requirements are being met.
  • Interpret and Implement Quality assurance standards.
  • Assist in developing QC dossiers.
  • Develop and manage Orbit Completions and commissioning systems.

Main Duties & Responsibilities:

  • Address daily QA/QC issues, promote quality awareness within the Team and reports key findings.
  • Coordinate with the facilities team. Reviews and comments during the development phase of Projects.
  • Write, Review and Implement QA Plans, ITP’s, ITR’s, Single Line Diagrams, Schematics, Layout drawings and Red Line Drawings.
  • Technical and Quality Specifications (TQS) for goods / services and facilitates implementation.
  • Specify quality requirements for manufacturing/fabrication and repair ensuring compliance to the same.
  • Steward Non-Conformance Reporting (NCR) and Deficiency Reporting System implementation and control for received goods (where applicable) and local contractor supplied goods and services.
  • Coordinate equipment failure investigations / root cause analysis (RCA).
  • Confirm documentation control for goods procured along with contractor services. 
  • Coordinate QMS assessments on all new and existing local goods and service contractors.  Additionally, conducts internal assessments of the Contractor QMS and compliance to Company QA/QC requirements.
  • Coordinate equipment receiving inspections (where applicable).
  • Ensure Contractor/Vendor Traceability specifications are being followed.
  • Verify that Equipment Preventive Maintenance, Inspection and Test Programs (PMITP) and Inventory maintenance inspections are in place.
  • Act as Contractor key performance indicator (KPI) facilitator for service providers.
  • Participate and shares key lessons learned and/or other quality-related issues.
  • Oversee and ensure compliance of Fabrication service tool and equipment preparations/inspections to include, but not limited to, Material Receiving, Traceability conformance, inspections, repair, reassembly, pre-commissioning testing, and commissioning testing of service tools and equipment, and enforces compliance to all applicable specifications.
  • Able to read and understand Material Test Certificates, Calibration Certificates, Datasheets and such.
  • Able to read and understand GA drawings, Wiring diagrams, Single Line Diagrams, Schematics, Red Line Drawings and Layout Drawings.
  • Able to understand and interpret insulation integrity test results and acceptable torque values per application.
  • Interacts with the contractor’s agents to facilitate repairs on contractor owned quarantined goods (e.g. damaged, etc.) and provides oversight of repairs.

Qualifications & requirements

Minimum qualifications required:

  • Professional technician with broad QA experience in Design, Facilities Construction and Project management. Skilled and experienced in Industrial Construction, Fabrication, and instrumentation.
  • Hands on and supervisory experience with E&I equipment, electrical/instrument cables, process controls, emergency & shutdown systems, fire & gas systems, PLC, SACDA, interface requirements, specifications, codes & standards, and test equipment.
  • Knowledge of HSE codes and standards and ability to implement them in order to complete the above activities safely.
  • Knowledge or certification of various ATEX, (IEC, NFPA, ANSI, IEEE, NEMA, API, ISO and other code, standards, and regulations. ATEX certification is preferred.
  • Extensive relevant experience in onshore oil and gas facility construction.
  • Well versed in quality improvement techniques, resolving issues, carrying out root cause analysis and non-conformance investigations.
  • Data analysis and reporting skills.
  • Able to track inspections and other site activities.
  • Competent experience with Microsoft Word, Excel, and Outlook.
  • Excellent Organization Skills and detailed oriented.
  • Experience in managing EP and Construction Contractor.
  • Excellent communications and inter-personal / leadership skills are essential.
  • Team player, acting as a champion to break new grounds and self-motivated with an ability to find solutions to new challenges.
  • Ability to manage the relationship with key stakeholders.
  • Proven track record of safe result deliveries in challenging project environments.
  • Can read, review and understand the SLD, WD, SCH, and technical drawings.
