Our mission is to save lives through the prevention, detection, and treatment of malnutrition, especially during and after emergencies and conflict. Action Against Hunger intervenes in four main areas: Nutrition, Mental Health & Care Practices; Water, Sanitation & Hygiene; Food Security and Livelihoods; Advocacy and Raising Awareness.

Action Against Hunger is seeking a Program Manager to work in Ninewa, based in Mosul, with frequent travel to all intervention areas.

Work place: Based in Ninewa, Iraq with frequent travel across field sites over all Iraq

Type of contract:  Initially 6 Months – Fixed-Term contract with the possibility of extension.

Working Hours: Full Time Contract of minimum 40 hours per week up to a maximum of 48 hours per week

Monthly Basic Salary:  Action Against Hunger provide competitive salary according to ACF salary gridManager 2  Level 1 (M2L1)

Benefits: Monthly Transport Allowance, Medical Insurance and + End of Year Benefit.

The Purpose of the position:

  • Supervise the implementation of the GAC project K2A,
  • Plan, monitor, follow up on activities implementation
  • Lead the implementation team of the project, manages the program dedicated staff
  • Monitor the budget consumption, provide forecasts, initiate and follow up amendment and donor approvals
  • Coordinate the activities with partners
  • Reports on the achievements of the project
  • Supports Monitoring and evaluation of projects in the area

Qualifications & requirements

Responsibilities

Objective 1: Improve the knowledge of the needs in the areas of intervention

  • Collect and evaluate data on the situation in the areas of interventions
  • Identify the needs of the most vulnerable populations;
  • Propose how to meet these needs;
  • Participate in developing a program strategy with the DCD program
  • Contribute in the elaboration of proposals
  • Act as a link between the different program actors and inform them

Objective 2: Ensure timely and quality implementation of activities under the project

  • Organize and supervise the implementation of activities in coordination with relevant departments;
  • Define implementation modalities (identification and registration of beneficiaries, distribution, monitoring, etc.);
  • Follows up the activities implementation with the team on the field
  • Evaluate the relevance of the intervention in view of the evolution of the context and needs;
  • Collect, consolidate and review the internal and external activity reports

Objective 3: Consortium lead: To ensure effective and efficient coordination of implementing partners

  • Ensure effective and efficient coordination of the project
  • Ensure good governance and coordination of the project implementation
  • Support the partner’s implementation and ensure the partner timely and quality Reporting of the project
  • Build the capacity of the partner in the management and implementation of the project
  • Coordinate relationships with Consortium partner organizations
  • Ensure representation of the project

Objective 4: Team Management

  • Recruit and train the team members;
  • Plan and coordinate the team’s activities;
  • Identify the training needs;
  • Carry out appraisals of the team members.

Objective 5: Procurement, Finance and Administration

  • Issues procurement requests in time with relevant Specifications and BoQs
  • Follows up the procurement under the project with the Logs department
  • Monitor project expenses on a monthly basis and updated the forecasts precisely
  • Provide justifications for variations Vs Budget on program budget lines
  • Ensure compliance with donor rules together with the relevant departments

Objective 6: Reporting

  • Collects, reviews, revise and consolidate the all activity reports for the project
  • Contribute actively to project and beneficiaries data collection and reporting
  • Report possible problem or conflicts during the activities

Recruitment criteria:

Qualification/Degree ·        Bachelor or Master degree in Public Administration, Business Administration, Engineering, Project Management, Public Health.
Professional Experience
  • Experience in project management in multiple sectors of intervention. Experience with capacity building of staff
  • Experience with team management

Criteria ·        At least 4 years of professional experience, 2 years of field experience with a humanitarian NGO in the  WASH/FSL sector with strong knowledge in Gender and 1 year in a managerial or supervisory role.

 

·        Experience working in different context and settings (urban areas, rural areas, in volatile security context, in development and emergency settings …)

·        Experience with the development of technical tools and SOPs, technical training delivery

·        Experience in logframe development and monitoring and evaluation methods

  • Extended experience with main donors and their rules

·        Experience in protection (child protection, GBV) in humanitarian settings
