Job Description

General Description of the Role (Brief):

The primary function of the MEAL Manager is to ensure effective MEAL strategy is in place and implemented according to AFH standards in both Iraq and NES. Furthermore, the incumbent is responsible for planning and conducting needs assessment missions and production of High-quality Needs Assessment reports. The MEAL Manager will supervise officers and Coordinators in the MEAL Department across the KRI and NES. The MEAL Manager will report to the Deputy Country Director and work closely with the other departments. S/he will design and conduct monitoring and evaluation activities including baseline surveys, ad hoc assessments, and program evaluations. The M&E Team Leader will oversee the implementation of program accountability activities in line with the adhered framework and standards.

MAIN DUTIES/RESPONSIBILITIES:
Needs Assessment: 50%
• Ensure preparation and design of Needs assessment questionnaires and tools in total consultation with Program Managers and Head of Programs
• Conduct Needs Assessment missions in the field after consultation and coordination with Program teams.
• Produce high quality Needs Assessment Reports to be shared with Donors and partners.
• Contribute to design of proposals and Project ideas in collaboration with Program Department.
MEAL System Design and Implementation:
• Develop and implement the organization’s MEAL framework, ensuring alignment with organizational goals and objectives.
• Design and oversee the implementation of monitoring and evaluation plans for all projects and programs.
• Establish accountability mechanisms to ensure transparent and participatory feedback processes.
Monitoring and Evaluation:
• Lead the collection, analysis, and interpretation of data related to program outputs, outcomes, and impact.
• Conduct regular field visits to monitor data collection processes and ensure data quality.
• Provide guidance and capacity building to staff on monitoring and evaluation methodologies.
Learning and Knowledge Management:
• Promote a culture of learning within the organization by facilitating reflection sessions and knowledge-sharing forums.
• Synthesize lessons learned and best practices to inform decision-making and improve program design.
• Ensure the documentation of lessons learned and best practices in a Lessons learned repository.
• Support the dissemination of findings through reports, presentations, and publications.
Capacity Building and Training:
• Identify training needs and develop capacity-building initiatives for staff and partners on MEAL concepts and methodologies.
• Provide mentorship and technical support to ensure staff competency in data collection, analysis, and reporting.
Coordination and Collaboration:
• Collaborate closely with program managers, technical specialists, and other stakeholders to integrate MEAL into program planning and implementation.
• Represent the organization in relevant forums, networks, and working groups related to MEAL.

Qualifications & requirements

  • At least a bachelor’s degree in political or social sciences, International Relations, Development Studies, Migration Studies, Business Administration IT studies or any relevant field.
  • 5 years of professional experience in MEAL, data management and reporting.
  • 3 years previous experience in High position such as MEAL Manager or Coordinator
    Excellent report writing skills in English language.
  • Strong analytical and quantitative skills, with proficiency in data analysis software (e.g., SPSS, STATA, R).
  • Excellent IT skills including command of MS Office package , Commcare, KOBO and Power BI.
    Well-developed communication and remote management skills.
  • Experience working with NGOs and demonstrated knowledge of humanitarian standards and standards of ethics
  • Very good organizational skills and ability to analyze information.
  • Good proficiency of English and Arabic in writing and speaking.
  • Ability to work under pressure and manage a team.
