About GIZ and GIZ Iraq As a service provider in the field of international cooperation for sustainable development and international education work, we are dedicated to shaping a future worth living around the world. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in Iraq since 2014 and has maintained a Country Office in Baghdad and Erbil since 2018. On behalf of the German Federal Government, notably the German Federal Ministry for Economic Cooperation and Development and the Federal Foreign Office, as well as the European Union and the Agence Française de Dévelopment, GIZ is working in several priority areas in Iraq. GIZ supports the local governments in Federal Iraq and the Kurdistan Region of Iraq to restore and rehabilitate the social fabric by supporting refugees, internally displaced persons, and host communities to restore their livelihoods and to improve living conditions while connecting all interventions to activities related to dealing with the past, social cohesion, and peaceful coexistence. Furthermore, interventions to create temporary and sustainable income opportunities and revitalisation of the local economy are the focus of our work. Together with our partner organisations, GIZ also promotes the employment and economic prospects for young people and to ensure that the people have better access to public services. GIZ is also supporting the decentralisation and digitalization of the Iraqi administration at federal and local level. Additionally, we strengthen the participation of women in the society and the peace process; and raise awareness on gender equality as well as Gender Based Violence. Supporting the resilience of the local government and the civil society to crisis and conflicts - also to deal with the impacts of climate change - is a cross-cutting issue. The overall objective is to strengthen the local government to provide better basic services and to promote the civil society to participate in shaping the future of Iraq. Project’s profile CARP stands for “COVID-19 Adaptation and Recovery Pilot: Supporting Firms Resilience, Access to Finance and Growth in Iraq”. It is a pilot project to test mechanisms to improve the private sector finance eco-system in Iraq. The project is implemented by GIZ as the Project Implementation Unit of the Ministry of Finance of the Republic of Iraq. It was conceived to learn lessons for the design and implementation of a sector-wide support programme addressing reform requirements, gaps in the provision of support to enterprise and enterprise finance over the medium term in Iraq. The initial pilot phase was planned with a duration of three years and it has 2 components:

Through this role, the position holder is responsible for the following tasks:

(Qualifications and Specialist area)
University degree at least on bachelors’ level in a project relevant field
A minimum of 5 years of experience in developing and overseeing a grant selection process.
Experience in developing grant management manuals and systems in accordance with international donor (preferably WB) procurement procedures.
Strong experience in negotiating innovative grant agreements.
Experience in providing advice and guidance to grantees in relation to program management, grant management, budget management, risk management and fraud prevention.
Strong interpersonal skills and the ability to effectively communicate.
Stakeholder engagement skills and the ability to collaborate effectively.
Dynamic and flexible to be able to respond to changing priorities.
