Terms of Reference  

Objective  

The purpose of this consultancy is to provide professional assistance to Dorcas Iraq in its endeavors to optimize funding opportunities. The consultant shall offer proficient guidance and support to guarantee the productive and efficient utilization of funds. Additionally, the consultant is expected to possess knowledge of the various funding channels provided by Donors, as well as comprehend the criteria and preferences required to qualify for funding. The consultant should also be familiar with the assessment and endorsement procedure for funding applications from donors. 

Scope of Work:  

• Providing expert guidance and mentorship to enhance the engagement of Dorcas Iraq with Donors at the global, regional, and country levels. This shall involve advising on the optimization of the implementation plan, ensuring alignment with donor objectives, and supporting stakeholders in the development and execution of the plan. Additionally, this shall include offering guidance and mentorship in areas such as communications strategies, budgeting, and data collection and analysis to enhance the effectiveness of engagement. 
• Ensuring that internal guidance is current with policy and process developments to enhance the efficiency of operations. 
• Delivering training to build the capacity of Dorcas Iraq and senior management staff to effectively engage with Donor structures at the field level. 

• Providing expert advice on the application submission process to optimize the chances of funding acquisition. 
• Assisting with developing and maintaining relationships with donors and partners to enhance the opportunities for funding. 
• Developing and implementing strategies to ensure the effective and efficient use of Donor funds by advising on the most suitable approaches for resource allocation. 
• Helping to ensure that the proposed activities align with the Donor's objectives and priorities to enhance the chances of funding acquisition. 
• Providing support with developing and implementing strategies to ensure the effective and efficient use of Donor funds by advising on the most suitable approaches for resource allocation. 

Expected Outputs: 

• Successful submission of a funding proposal to the Donor 
• Increased capacity of Dorcas Iraq staff to engage with Donors and secure funding. 

• Improved external relations with Donors and partners. 
• Effective and efficient use of Donors’ funds 
• Improved alignment of proposed activities with Donor’s objectives and priorities
