Terre des hommes Foundation (Tdh) is the leading Swiss organisation for children’s aid. Since 1960, Tdh has helped build a better future for deprived children and their communities, making an impact with innovative and sustainable solutions. Active in around 40 countries, Tdh works with local and international partners to develop and implement field projects which improve the daily lives of over 4 million children and members of their communities, in the domains of health, protection and emergency relief. This engagement is financed by individual and institutional support, with administrative costs kept to a minimum.
Tdh has been present in Iraq since 2014 operating in 12 districts such as Anbar, Kirkuk, Ninewa, Baghdad, and Salah-al Din governorates, providing assistance in Camp Coordination and Camp Management (CCCM), Child Protection (CP), Access to Justice (A2J), Education, Shelter and WASH. In these years, Tdh has set up an effective management structure headed by an international Country Representative, supported by an international senior management team, stationed in Erbil, and four field offices in Baghdad; Shirqat, Salah al-Din; Kirkuk; and Tal Afar, Ninewa.
Since January 2019, Tdh has been providing legal, psychosocial support, and educational assistance to children and youth in contact with the law, as well as capacity building to Child Justice actors. In collaboration with the Ministry of Justice (MoJ), Tdh provides ongoing support to children deprived of liberty in the detention centres, through a comprehensive package of activities to address different needs among children in contact with the law. This work is built on a Memorandum of Understanding (MoU) signed with MoJ in August 2021. Additionally, with an MoU in place with the Ministry of Labour and Social Affairs (MoLSA), Tdh also supports children in Suleikh and Karada Home for the Homeless in Baghdad for the post-detention follow up of those who were in conflict with the law and children victims. Tdh is working in partnership with local civil society organizations, including the Legal Clinic Network (LCN), to provide legal aid to children in pre-trial detention facilities in Kirkuk, Fallujah (Anbar) and Baghdad.
In September 2021 Tdh launched new projects in Kirkuk and Salah Al-din and Mosul that also includes vocational training and capacity building of local actors.
General description of the position:
The Country HR Manager will support the Admin Coordinator, she/he is in charge of the HR for the Tdh delegation, including :
Ensure the respect of HR procedures and processes at mission level. Initiate discussions on improvements to be made in his/her field. Participate in the development of new tools in his/her field of activity.
The incumbent will conduct his or her duties in accordance with the Charter of Terre des hommes and the Tdh Child Safeguarding Policy.
Terre des hommes expects its personnel to behave in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Terre des hommes and upholds in all circumstances the interests of the organization.
Tdh intervenes without any affiliation to politics, religion or financial profit. The incumbent will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation.
Main responsibilities :
Country HR Manager is responsible for ;
HR database and Payroll
Ensure internal coordination & communication regarding HR matters
Supervise the HR team:
Performance Management and Capacity Building for national staff

Note:
1-
In the absence of the ADMIN coordinator, the Country HR Manager can replace him/her for certain coordination activities. These activities will be defined by the HR coordinator for a temporary absence if the post is vacant, with due respect for the functions of other HR staff
2- Salary
the cross salary for this position is (2,415 $) before Social Security and Tax deduction .
Knowledge :
University degree in a HR or advanced level diploma in HR or public relations
At least 5 years of HR experience, with 3 years’ in a similar position.
Advance IT knowledge (hardware and software, Microsoft Office,).
Previous experience with HOMER software is mandatory.
Previous experience with an INGO is mandatory.
Previous experience in emergency response is appreciated.
Hands on knowledge of Iraqi Labor Law at both GoI and KR
Skills :
Required qualities: organized, sense of human relations, diplomacy, communication skills.
Desirable: proactive, autonomous, rigorous, analytical, willingness and motivation to work in an international and intercultural context.
Languages:
Fluent in English and Arabic (written and spoken), Kurdish and any other local languages are an asset.
